PROBLEM TO BE SOLVED: To recognize a preceding vehicle with high accuracy according to a situation of a travel road, in an obstacle recognition device used for an ACC (Adaptive Cruise Control) system or the like of a vehicle. SOLUTION: This obstacle recognition device 100 has: a preceding vehicle information acquisition means 110 acquiring information related to a relative position of the preceding vehicle 600 traveling in front of one's own vehicle 500 to the own vehicle 500; a travel road information acquisition means 130 acquiring a prescribed kind of piece of information related to the travel road on which the own vehicle travels; a decision means 150 deciding whether the preceding vehicle performs a lane change or not based on an index preset for deciding whether the preceding vehicle performs the lane change or not and the acquired information of the preceding vehicle; and an index change means 140 changing the index based on the acquired information of the travel road.
