PROBLEM TO BE SOLVED: To reduce an influence of deterioration in estimation precision of a frequency offset. SOLUTION: The base station device 10 generates a frame by time multiplexing of a plurality of time slots while generating time slots by frequency multiplexing of a plurality of subchannels. A communication quality decision unit 34 detects precision of a frequency offset estimated by a terminal device. A time slot specifying unit 36 specifies one of the plurality of time slots forming the frame according to the detected precision.
