PROBLEM TO BE SOLVED: To provide an apparatus for producing a rubbing cloth, which provides a rubbing cloth having uniform inclination direction of pile yarn woven into a base cloth fabric and uniform pile length at the cutting position of rubbing cloth in producing a rubbing cloth by cutting the raw fabric of rubbing cloth, and to provide a production method and a rubbing roller. SOLUTION: In the method for producing a rubbing cloth for rubbing an alignment layer, which includes a cutting step of cutting the raw fabric 26 of rubbing cloth composed of a base cloth fabric 22 and a pile yarn 24 woven into the base cloth fabric 22 into a fixed size by a cutting apparatus, only the base cloth fabric 22 is cut among the raw fabric 26 of rubbing cloth in the cutting step.
