PROBLEM TO BE SOLVED: To break bags, polybags, paper bags, resin-made bags, and the like for waste or garbage and the like packed in the bags, individually separate contents from the bags to remove only the bags and continuously collect the bags in an unmanned operation. SOLUTION: The bag packed with a treated matter is fed to a receiving hopper, conveyed by a feeder conveyor provided below, allowed to drop down through two counter bag breaking rings, and fractured by being hooked with a protrusion of large-diameter ring in the bag breaking ring, wherein the wound polybags and the like are removed with the rotation of the bag breaking ring by allowing a fork-like scraper to sink in a groove of bag breaking ring small diameter to insert the scraper into a lower surface of the bag, thereby enabling the system to collect the bags.
