PROBLEM TO BE SOLVED: To provide an image recording and reproducing apparatus with which moving image data can be viewed in a short time and an overlooking of an important scene can be prevented. SOLUTION: The moving image reproducing apparatus includes: a ranking data input/generation means for inputting or generating ranking data for which ranking is performed according to an importance degree for each scene in the moving image data; a reproduction object selection means for selecting the reproduction mode of digest moving image reproduction according to the ranking or the moving image reproduction of all the moving image data; a skip input means for inputting the change instruction of a reproduction scene; a reproduction moving image data determination means for determining the moving image to be reproduced on the basis of an operation instruction input by the skip input means, the ranking data and the reproduction object selection; and a reproduction means for reproducing the moving image data determined by the reproduction moving image data determination means.
