PROBLEM TO BE SOLVED: To reduce the radiation dose rate of a turbine system. SOLUTION: The ratio of isotopes of oxygen atom in coolant flowing to a boiling water reactor 11 is decreased, and the content of the oxygen atom O-16, used as a target nucleus of radioactive nitrogen N-16, is decreased. For example, the contents of oxygen atoms O-16 and O-18 are reduced, and the existence ratio of oxygen atom O-17 is enhanced, and the contents of oxygen atoms O-16 and O-17 are decreased, and the abundance ratio of oxygen atom O-17 is raised.
