PROBLEM TO BE SOLVED: To provide a highly reliable head controller for performing a stable loading/unloading operation or seeking operation even at a low temperature by reducing the viscous resistance of the pivot bearing of an actuator in a low temperature environment, and a disk drive including the same. SOLUTION: The head controller is configured so that a control driving current I output based on a speed difference which is a difference between the target speed of a head 2 and a current head speed is supplied to an actuator 5 to move the actuator 5 to a target position, and a vibration application unit 11 to vibrate the actuator 5 is set, so that high-frequency vibration is applied to the vibration application unit 11 based on an output from a viscosity control unit 10 according an operational environment temperature estimated by an environment detection unit 9.
