PROBLEM TO BE SOLVED: To provide a pattern matching method and device for acquiring image similarity which is highly resistant to parallel movement and scale change (enlargement/reduction). SOLUTION: A first function showing the change of the frequency components of a first image on a frequency plane is calculated from an input first image, and a second function showing the change of the frequency components of the second image on the frequency plane is calculated from the input second image, and phase similarity showing the similarity of the phase of the first function and the phase of the second function is calculated for each point on the frequency plane, and the product of the phase similarities is calculated for each of the combination of two points positioned symmetrically to the frequency axis on the frequency plane, and the total sum of the products calculated for each combination on the frequency plane is calculated, and image similarity showing the similarity of the first image and the second image is calculated.
