<p><P>PROBLEM TO BE SOLVED: To more efficiently distribute traffic by enabling a packet length to be extracted or a distribution method to be changed in accordance with a class. <P>SOLUTION: An NW device 302 includes a sorting means 402, a class-by-class processing means 403, and a traffic information distribution data creation and distribution means 404. The sorting means 402 sorts received packets into respective classes. On the basis of a traffic information distribution technique determined for each class, the class-by-class processing means 403 selects any distribution technique of a packet extraction technique for extracting a part of packets or a flow aggregation technique for aggregating a flow. The traffic information distribution data creation and distribution means 404 creates a traffic information distribution protocol packet 450 constituted of traffic information by the distribution technique selected by the class-by-class processing means 403, and distributes the created packet to a traffic information collection device.
