PROBLEM TO BE SOLVED: To provide an input test device reducing a test time, facilitating comparison with past test data, and guaranteeing accountability of test data. SOLUTION: This input test device to test an input device of a monitor and a relay panel of a plant monitoring control device has: the relay panel 11 wherein a sensor 13 detecting a process amount is connected to a terminal block 12, to a relay the detection of the process amount; a control panel 14 receiving the process amount from the terminal block 12 to control a plant; and the monitor 17 displaying the process amount inputted through the control panel 14, to monitor the plant. The input test device also has: an IC tag 19 previously recording factory/previous test data and input specifications of each sensor signal inputted from the terminal block; and a simulation processor 20 generating a test simulation signal to the input device based on the factory/previous test data and the input specifications recorded in the IC tag 19, and outputting it to the terminal block 12.
