PROBLEM TO BE SOLVED: To provide a fixing device changing a heat generation width, and having small temperature distribution in the widthwise direction of the fixing member when starting the device, and to provide an image forming apparatus. SOLUTION: A heat generating body 120 and a temperature adjustment member 122 are disposed inside a fixing belt 102. The heat generating body 120 has three heat generating areas 135, 136, and 137 according to the sizes of recording paper P. In the heat generating body 120 and the temperature adjusting member 122, L1=L2=L3=L4=L5, W1=W5, and W2=W4. Accordingly the total length of the heat generating body 120 except a heat generating area where heat generates is the same as the length of the temperature adjusting member 122. Therefore, the similar temperature reduction effects in the widthwise areas W1 to W5 of the fixing belt 102 is provided, and the temperature distribution of the fixing belt 102 when starting the device is uniformed in the widthwise direction (W1 to W5) of the fixing belt.
