PROBLEM TO BE SOLVED: To provide a method for manufacturing a soft magnetic powder which can effectively reduce a hysteresis loss; a method for manufacturing a soft magnetic material; a method for manufacturing a powder magnetic core; a soft magnetic powder; a soft magnetic material; and a powder magnetic core. SOLUTION: The method for manufacturing the soft magnetic powder comprises: firstly a preparation step of preparing iron-based particles containing 98 mass% or more iron and the balance unavoidable impurities; a first heat treatment step of heat-treating the iron-based particles at 1,000°C to 1,400°C in an atmosphere in which manganese is more stable than oxides of manganese; and subsequently to the first heat treatment step, a second heat treatment step of heat-treating the iron-based particles in an atmosphere which is in a temperature of 700°C to 1,000°C, and contains at least one element selected from the group consisting of an element that has an absolute value of free energy of producing a compound of manganese higher than that of free energy of producing a compound of iron, and a compound of the element and iron, and in which the compound of manganese and the element is more stable than manganese contained in the iron-based particles.
