PROBLEM TO BE SOLVED: To provide a chip removing instrument and a rotary cutting tool, which securely bend and break the chips produced during rotary cutting or shaking them off outside even without breaking them to prevent them from approaching a chuck. SOLUTION: This chip removing instrument is provided with: a cylindrical main body part 1 having a through hole 11 allowing a shank 31 to be inserted; and a disc-like rotary body 2 inserted into the main body part in play, and supported turnably. The outer periphery of the rotary body is constituted to protrude outward from a surface of the main body part, and the rotary body is provided with obstacle parts 22, 23, 24, 25 for making circular end fringes non-smooth in a plurality of sections of outer peripheral fringes.
