PROBLEM TO BE SOLVED: To efficiently design or allocate a position registration area. SOLUTION: A track reporting method of reporting a track where a user terminal moves to a position registration area managing device includes a storage step (S101) of storing the identifier of a base station where the user terminal makes a cell choice in an identifier storage unit; and a reporting step (S105, S107) of reporting the identifier stored in the identifier storage unit to the position registration area managing device when the user terminal is communicating with the base station. Further, the track reporting method may have an allocation step (S109) wherein the position registration area managing device compares the reported identifier with a previously stored pattern and allocates a position registration area to the user terminal based upon the result of the comparison.
