PROBLEM TO BE SOLVED: To provide a carbon-carrying catalyst capable of excellently carrying out production of hydrogen by dehydrogenation with a small amount of platinum and a method for manufacturing the catalyst. SOLUTION: After a mixture of activated carbon-carrying Ni-Ru catalyst andη<SP>4</SP>-(1,5-cyclooctadiene)Pt(II) dimethyl is stirred in a nitrogen atmosphere, the atmosphere is replaced with hydrogen and the mixture is heated.
