A method for providing rights describe is provided. The method includes: generating a rights expression for controlling the use of digital contents, in said rights expression, parameter constants are used to describe permissions and constraints of the rights, and parameter variables are used to describe consumption state information of the rights; providing said rights expression to the terminal. There is also provided a method for using rights describe in the present invention, the method includes: obtaining the rights expression for controlling the use of the digital contents; delivering the value of the consumption state of the rights to the corresponding parameter variables in said rights expression, and performing said rights expression, obtaining remained consumption state information of the rights, and using the digital contents according to said remained consumption state information. A server, terminal and digital rights management system are also provided. The scheme can expand the rights describe language without updating the terminal, and can flexibly set the logical relationship between different items of the rights.
