A composite substrate structure for flooring materials is provided to cut down the cost by complexly laminating at least two kinds of wood materials in at least two layers and to secure stable basic material property in comparison with an HDF(High Density Fiber Board). A composite substrate for flooring materials is formed by laminating at least two kinds of wood materials over two layers. Wood materials are at least two selected from material lumber, veneer(10), plywood, particle boards, an MDF(Medium Density Fiberboard), an HDF(20), an HPL(High Pressure Laminate), an LPL(Low Pressure Laminate), an OSB(Oriented Strand Board), a flake board, a kenaf board, corrugated cardboards, and papers. The composite substrate is formed by laminating the veneer, the fiber board, and the veneer from the upside in order.
