An array substrate and a display panel having the same are provided to equalize the RC delay values of respective data lines substantially, thereby improving the display quality of an image displayed on the display panel by alternatively arranging RGB color filters in first and second directions. A red color filter(R) has a first dielectric constant(epsilon1), and covers a first data line(152). The first data line is distanced from a first pixel part(172) at a first distance(d1). A green color filter(G) has a second dielectric constant(epsilon2), and covers a second data line(154). The second data line is distanced from a second pixel part(174) at a second distance(d2). A blue color filter(B) has a third dielectric constant(epsilon3), and covers a third data line(156). The third data line is distanced from a third pixel part(176) at a third distance(d3). A first ratio between the first distance and the first dielectric constant, a second ratio between the second distance and the second dielectric constant, and a third ratio between the third distance and the third dielectric constant are equal to one another. If the first ratio, the second ratio, and the third ratio are equal to one another, a first capacitor formed between the first data line and the first pixel part, a second capacitor formed between the second data line and the second pixel part, and a third capacitor formed between the third data line and the third pixel part have the same value. The first data line, the second data line, and the third data line have the same RC delay value.
