A personal care product is provided to semi-permanently confer useful properties of polymer on the skin or hair, improve storage stability of functional group of active material by inhibiting contact with water, and enhance use convenience and portability by formulating the product as tablet or pellet. A tablet or pellet type personal care product contains an active material with a main chain having cosmetic properties and a functional group bound to the main chain, and being able to covalently bind to the skin or hair, and disintegrant, foaming agent and a mixture thereof, wherein the main chain is a copolymer of ethylene glycol monomer unit and propylene glycol monomer unit; the functional group is selected from carbonate, aldehyde, propionaldehyde, butyraldehyde, nitrophenyl carbonate, aziridine, isocyanate, thiocyanate, epoxide, tresylate, succinimide, hydroxysuccinimidyl ester, imidazole, oxycarbonylamidazole, imine, thiol, maleimide, vinylsulfone, ethyleneimine, thioether, acrylonitrile, acrylic or methacrylic ester, crotonic acid or ester, cinnamic acid or ester, styrene, butadiene, vinyl ether, vinyl ketone, maleic acid ester derived vinyl or activated vinyl, carbonic acid, acetal or hemi-acetal, disulfide, aminal or hemi-aminal, cyclic carbonate, lactone, thiolactone or azo lactone, ketone and RX in which R is alkyl group, aryl group, aralkyl group, cyclic or unsaturated ring, and X is I, Br or Cl.
