A method and an apparatus for processing cell traffic in an ATM(Asynchronous Transfer Mode) are provided to use communication resources effectively by preventing a waste of bandwidth. A buffer writer records cells controlled by the buffer writer and outputted via a plurality of ports(240) in buffers corresponding to the plurality of ports, respectively. A buffer reader(231) reads a cell stored in one of the buffers selected according to a predetermined method. A WFQ(Weighted Fair Queuing) buffer reader controller(233) divides the plurality of ports into two or more groups and selects one of ports belonging to a selected according to a predetermined method to control the buffer leader. The WFQ buffer reader controller includes a weight value register for storing weight value initial values of the divided groups of the plurality of ports, a weight value calculating unit for obtaining a weight value of each group by using the weight value initial values, and a WFQ selecting unit for selecting a group with the largest weight value.
