A sheet forming apparatus and a sheet forming method using the same are provided to improve durability of the synthetic resin sheet by preventing a cross-sectional contraction phenomenon of a bent portion of the synthetic resin sheet during forming of a synthetic resin sheet, and prevent deterioration of formability due to cross-sectional contraction and incomplete bending of an insulating layer by laminating an insulating sheet after the roll forming process. A sheet forming apparatus comprises: a sheet supply part(100) for supplying a sheet(10) to be formed; a cold roll forming part(200) for imparting a curve to a bending portion of the sheet supplied from the sheet supply part at a room temperature condition to subject the sheet to a preliminary roll forming process; a heating roll forming part(300) for heating the sheet that has been preliminarily roll-formed in the cold roll forming part by a plurality of heaters(320) and sequentially roll forming the sheet by a plurality of forming rolls(330) to subject the sheet to a roll forming process; a cooling part(700) for cooling and discharging the heated and roll-formed sheet; a cutting part for cutting the sheet passing through the cooling part to a predetermined length; drive parts(910) geared to the respective parts by means of gearing units and clutches; and an ordinary control part(920) for controlling operations of the respective parts. The sheet forming apparatus further comprises an insulating sheet supply part(400), a sheet guiding and supplying part(500), and a laminating roller part(600).
