A display panel and a display device having the same are provided to prevent the optical interference between an LCD(Liquid Crystal Display) panel and a prism sheet, thereby improving the display quality of the display panel. An LCD panel(400) comprises an array substrate, a color filter substrate, and a liquid crystal layer. The array substrate includes a first base substrate, a plurality of gate lines, a plurality of data lines, a plurality of thin film transistors, and a plurality of pixel electrodes. A plurality of pixel regions(PA) for displaying an image is defined on the first base substrate. Each of the pixel regions has a transmission area and a block area(BA) surrounding the transmission area. The color filter substrate is disposed above the array substrate. The color filter substrate includes a second base substrate, a plurality of color filters, a first black matrix, at least one second black matrix(240), and a common electrode. The first black matrix is formed correspondingly to the block area to block light. The second black matrix is formed in the transmission area to block light. The second black matrix is extended in a second direction(D2), and connected to the first black matrix. The second black matrix divides the transmission area into at least two sub areas(SA1,SA2) which are disposed in a first direction(D1).
