An encoding apparatus and a method thereof are provided to safely keep secret information by reducing the amount of partial information data and a calculation processing quantity when the secret information is divided and managed into the partial information. An encoding apparatus includes an encoding matrix recording unit(106), an encoding data generation unit(104), a division unit(105), and an exclusive logic sum output unit(107). The encoding matrix recording unit provides an encoding matrix having at least two rows and columns where 0 or 1 is arranged on each element. The encoding data generation unit encodes secret information by using an encryption key corresponding to the secret information, and generates the encoded data. The division unit divides the encoded data which is generated by the encoding data generation unit into data blocks having the same number as the number of columns of the encoding matrix. The exclusive logic sum output unit acquires an exclusive logic sum corresponding to each row of the encoding matrix for the data block which is divided and acquired by the division unit. The exclusive sum output unit outputs partial information having the exclusive logic sum.
