A hydrogen generating apparatus is provided to generate pure hydrogen at room temperature by using an electrochemical reaction, control the generating amount of hydrogen even without a separate balance of plant while having a system with a simple structure, and obtain an inexpensive environmentally friendly hydrogen generating apparatus, and a fuel cell power generation system comprising the same is provided. A hydrogen generating apparatus(200) comprises: an electrolyzer(210) containing an aqueous electrolyte solution(215); a first electrode(220) which is positioned within the electrolyzer and immersed into the aqueous electrolyte solution to generate electrons; a second electrode(230) which is positioned within the electrolyzer and immersed into the aqueous electrolyte solution to generate hydrogen by receiving the electrons; and a control part(240) positioned between the first and second electrodes to control the amount of electrons flowing from the first electrode to the second electrode for a predetermined time. The generated electrons move from the first electrode to the second electrode through a first electric wire(225), the control part, and a second electric wire(235). |
