A motion estimation method is provided to control a level of a hierarchy by reflecting block characteristics, thereby minimizing unnecessary calculation by removing unnecessary hierarchical search and improving accuracy of motion vector extraction. An average pyramid of various levels comprising images of different sizes is generated. According to frequency signal characteristic of an object block to be searched, one level of the average pyramid is set as a search level(S210). A candidate point having the minimum blocking matching difference value in the search level is set(S220). After that, a motion vector is searched in a lowest level of the average pyramid with respect to the set candidate point(S230).
