A pan/tilt camera and a video collecting/transmitting system using the same are provided to allow a remote monitoring center to directly control a camera box to receive video on the spot if video cannot be received because a control box is damaged or malfunctioned. A communication control module(200) is installed in a camera box operating by a pan/tilt driver. A power source unit(220) receives external power. A communication unit(240) performs fixed line communication via RS-232, 485, 422 or the Internet public network. A switching unit(230) supplies power to a fan motor(121) and a tilt motor(122) of the pan/tilt driver upon receiving power supplied from the power source unit. An image converting unit(260) converts image information captured by a camera(110). An image storage unit(250) stores the converted image information. The image information of the image storage unit is transferred to a monitoring center(400) via the communication unit according to a fixed line communication method according to a control signal of the controller.
