An apparatus for sensing parking states and a parking management system including the same are provided to enable users to recognize parking available positions by servicing a vacant or occupied parking space to the users automatically. An apparatus for sensing parking states includes a detecting unit(110) and a transmission unit(120). The detecting unit detects a vacant or occupied parking space based on a time interval. The transmission unit transmits information related to the vacant or occupied parking spaces. The detecting unit includes a detection range adjusting unit(130) for adjusting a detection range of the detecting unit. The detecting unit detects the vacant or occupied parking space using ultrasonic waves.
