A method and an apparatus for cell reselection in a portable terminal are provided to prevent cell reselection from being frequently generated by registering a previous serving cell in a cell reselection list when cell reselection is executed and disabling the previous serving cell in a neighbor cell list so that cell reselection to a previously selected cell cannot be generated. A portable terminal registers a previous serving cell in a cell reselection list when a cell is reselected(201,203), and disables the previous serving cell in a neighbor cell list and an existing cell list(205). Then the portable terminal checks whether cells are duplicated in the cell reselection list(207). If so, the portable terminal checks whether the cycle of a timer is set to the first time(211). If so, the portable terminal multiplies the count value by 2.4 minutes and sets the cycle of the timer(213). Then the portable terminal activates the timer(215), and checks whether the timer expires(217). If the timer expires, the portable terminal checks whether a single cell exists in the cell reselection list(219). If so, the portable terminal enables the registered cell(227).
