A location registration apparatus in a mobile communication system and a method thereof are provided to shorten the location registration time of a mobile station as a base station creates and transmits an SIB(System Information Block) containing recovery information when a network or base station fault is cleared. A location registration apparatus in a mobile station(100) comprises a location registration processing part(106) and a system information deciphering part(110). The location registration processing part executes a location registration procedure, and judges whether location registration failed. In case location registration failed, the system information deciphering part judges whether fault information indicating whether a network or base station fault has been recovered is received. If the fault information is received, the system information deciphering part confirms whether the fault has been cleared, and informs the location registration processing part of it. In this case, the system information deciphering part receives the fault information through an SIB.
