An optical element with a transparent tensioned supporting film and a display are provided to improve a dimensional stability of the optical element by preventing a controlled tension force from being applied on an inner film. An optical element(200) includes a polymer optical diffuser film(214), which is arranged between two transparent films(234,235). A support frame(212) is arranged around a periphery of the film. The optical diffuser film is supported by an external transparent film, which is supported by a tension force thereof. A tensile strap(218) is protruded through slots(220,221) inside external transparent films. A pin(216) is protruded through holes and slots(217) inside the tensile strap. The pin is fixed inside the frame.
