The device has a toothed plate pulley (5) activating an external receptor pulley (7) by an external notched belt (6), where the pulley (7) is notched on a transfer axle (14). The pulley (5) is adjusted in an internal boring of a roller housed in a rolling cage (15) placed in a recess of a transfer surface to pass the pulley (5) inside a fork. The pulley (5) is connected to a lower pulley (8) that is adjusted with a steering wheel boss (9). An internal notched belt (10) starts a receptor pulley (11) which acts on side of a boss (26) of a rear wheel according to traction or free wheel.
