<p><P>PROBLEM TO BE SOLVED: To provide an automatic facility deactivation planning apparatus for evaluating the system reliability, and stably planning a schedule for implementing work associated with power system facility deactivation without an increase in a process time. <P>SOLUTION: A working process generating mechanism 5 generates a working process for the work associated with power system facility deactivation. A reliability system planning mechanism 12 plans a reliability system so as to ensure the reliability of a power system in each phase of the generated working process. A facility deactivation plan evaluating mechanism 6 evaluates a facility deactivation plan determined from the working process and the reliability system planned in each phase.
