PROBLEM TO BE SOLVED: To provide an elastic wave transmitting device and a reflected elastic wave measuring device capable of measuring a reflected elastic wave highly accurately. SOLUTION: This transmitting device includes an excitation head 42A whose one end is allowed to abut on the surface of a measuring hole 50A, for transmitting an elastic wave to the surface by change of a pressing force onto an abutting portion, when transmitting the elastic wave from the surface of the measuring hole 50A in a concrete pile 50; a spring 42C for energizing the other end of the excitation head 42A in order to allow one end of the excitation head 42A to abut on the abutting portion; a damper 42E whose one end is allowed to abut on a face opposite to the abutting portion on the surface of the measuring hole 50A, for reducing vibration generation caused by transmission of the elastic wave by the excitation head 42A; and a spring 42F for energizing the other end of the damper 42E in order to allow one end of the damper 42E to abut on the opposite face.
