PROBLEM TO BE SOLVED: To provide oil-blotting paper that shows superior visibility, that eliminates a rough feel when the paper is used, and that has soft and excellent cushioning properties. SOLUTION: The problem is solved by the oil-blotting paper including a sheet-like base material and a sebum absorbing layer that is provided at least on one side of the sheet-like base material and that contains hollow microcapsules. In addition, further excellent effects can be obtained by expanding the hollow microcapsules contained in the sebum absorbing layer, as thermally expandable microcapsules in a drying process in the formation of the sebum absorbing layer.
