PROBLEM TO BE SOLVED: To provide a design device for a semiconductor integrated circuit, allowing verification appropriate for a real circuit configuration, in designing the semiconductor integrated circuit having a plurality of power supply systems. SOLUTION: In a net list generation/conversion device 2, generation and conversion of a net list is performed based on a net list D2 and a power supply specification file D3, and a power supply net name-equipped net list D4 and a power supply net generation command D5 are output as a net list for layout. The power supply net name-equipped net list D4 and the power supply net generation command D5 are imparted to an automatic arrangement/wiring device 3, and automatic arrangement/wiring is executed.
