PROBLEM TO BE SOLVED: To provide a solid-state image pickup element for suppressing any cross-talk noise, and for suppressing picture quality deterioration even in the case of performing vertical transfer within a valid pixel period. SOLUTION: This CCD type solid-stage image pickup element formed in an N type semiconductor substrate in which an image area and a horizontal transfer part and an output part are provided with a P-WELL region is configured to apply a ground potential by a WGND to the P-WELL region corresponding to a region where the image area is formed, and to apply a ground potential by an AGND to the P-WELL region corresponding to the region where an output part is formed.
