PROBLEM TO BE SOLVED: To provide a universal head device capable of easily performing torque control for a motor by restraining a change in necessary starting torque of the motor due to a change in a tilt angle to be small. SOLUTION: In the universal head device 10, motive power of the motor 36 for tilt-driving that is a drive source for a tilt mechanism is transmitted to a universal head base 3 mounted with a digital camera 1 through a variable reduction mechanism constituted by combining an elliptical gear 40 with an elliptical gear 46 to thereby tilt-drive the digital camera 1.
