PROBLEM TO BE SOLVED: To provide a noise suppressing sheet which can suppress both conduction noise and radiation noise, especially conduction noise in a low frequency band, the shape of which is thin, the weight of which is light, and which is used in a countermeasure against electromagnetic noise of an electronic device. SOLUTION: In a noise suppressing sheet 1, a layer 2 containing 0.5-15% by mass of conductive short fiber the fiber length of which is 4-15 mm and a layer 3 containing a magnetic material are laminated.
