PROBLEM TO BE SOLVED: To provide a cleaning device capable of satisfactorily maintaining a cleaning action for transfer remaining toner attached to an image carrier 11 over a long term. SOLUTION: A foreign matter classification means 18f for removing foreign matter such as paper powder mixed in the transfer remaining toner is disposed on the upstream side of a cleaning member 18a in the rotatively moving direction of the image carrier 11, the foreign matter in the transfer remaining toner is excluded by the foreign matter classification means 18f, thereby, the biting of the foreign matter such as paper powder toward a tip edge part of the cleaning member 18a is removed and the action of scraping the transfer remaining toner by means of the cleaning member 18a is satisfactorily performed.
