PROBLEM TO BE SOLVED: To restrain a battery from running out while maintaining air conditioning control for improving the comfort even when an internal combustion engine such as an engine is stopped for improving theft prevention when boarding of an occupant is detected. SOLUTION: When opening of a door is detected during the pre-air-conditioning, boarding of an occupant is determined, the engine is stopped (200), a timer is set (202), and blower air is reduced by a predetermined amount to continue air blasting only (204). When an ignition is turned on, the air conditioner shifts to the normal air conditioning control (208). When the ignition is not turned on and times out, the air blasting is stopped (210, 212).
