PROBLEM TO BE SOLVED: To shorten time spent on a sealing process and improve production efficiency of a panel body. SOLUTION: This is a manufacturing method of a panel body to manufacture the panel body by sealing a first glass substrate and a second glass substrate, and a local heating is made by irradiating laser beams having an oscillation wavelength in a range of wavelength 500-1,600 nm on a sealing member, and the sealing member is a molding of belt-shape or rod-shape made of a low melting-point glass. The low melting-point glass contains in mol% in substance P<SB>2</SB>O<SB>5</SB>20-45%, SnO 20-40%, ZnO 25-50%, B<SB>2</SB>O<SB>3</SB>0-10%, MgO+CaO+SrO+BaO 0-15%, Al<SB>2</SB>O<SB>3</SB>+In<SB>2</SB>O<SB>3</SB>+WO<SB>3</SB>=0-10%, and the softening point of the low melting -point glass is 380-540°C, and the average thermal expansion coefficient at 30-300°C is 60×10<SP>-7</SP>to 100×10<SP>-7</SP>/°C.
