PROBLEM TO BE SOLVED: To improve processing efficiency by suppressing access conflict. SOLUTION: On transmitting data to a data requesting source, a transmitting data storage part reads a latest storage section-sequence number showing the terminal position of untransmitted data in a transmitting data storage DB from a stored index DB, stores data in the transmitting data storage DB, and updates the latest storage section-sequence number in the stored index DB (1-3). A data transmission part reads a final transmitting section-sequence number showing the terminal position of transmitted data within the transmitting data storage DB and a latest storage section serial number copied before from a transmitted index DB, reads untransmitted data from the transmitting data storage DB to transmit it to the data requesting source, and updates the final transmitting section-sequence number in the transmitted index DB (4-6). The data transmission part repeats the processing (4-6), and copies, when the transmitted index DB has no untransmitted data, the latest storage section-sequence number from the stored index DB to the transmitted index DB (7 and 8).
