PROBLEM TO BE SOLVED: To provide a polishing tool with a simple structure without requiring provision of a particular part, a means or the like for changing a curvature of a dome according to a curvature of a concave surface of a lens, thereby attaining miniaturization and light weight, and also to provide a polishing pad easy to mount/remove to the polishing tool and to certainly polish a surface to be polished. SOLUTION: The polishing tool 9 is constituted of: a balloon member 25 having an opened back surface side formed in a cup-like shape by a rubber; a fixture 26 for air-tightly closing an opening at the back surface side of the balloon member 25; and a valve 27 for introducing a fluid to the inside of the balloon member 25. The polishing pad 10 for polishing the concave surface of the lens is mounted to an upper surface of a dome part 25A of the balloon member 25. The balloon member 25 is constituted of: the dome part 25A; a cylinder part 25B integrally extended from an outer periphery of the dome part 25A toward a rear side; and an inner flange 25C having an engagement part 28.
