<P>PROBLEM TO BE SOLVED: To surely prevent a third malicious person from illegally using a smart key even if the smart key is lost or stolen. <P>SOLUTION: The qualification management system includes: a managing means 72 for permitting prescribed behaviors, such as a user's entrance, leaving, attendance, coming to work, leaving the office, passing, driving, handling, operation, or the like; a portable device 10 carried by the user to have a first position detecting means for detecting a first position, a first notifying means for notifying the managing means of the first position and an accessing means for accessing the managing means to receive the permission of the prescribed behaviors; and a biological data detection terminal device 20 having a second position detecting means for detecting a second position, a biological sensor for detecting a biological data value of the user, and the second notifying means for confirming the user himself/herself by the biological data value of the user detected by the biological sensor and notifying the managing means of the second position.
