PROBLEM TO BE SOLVED: To provide a nano-bubble generating device and method coping with a large amount of ballast water, and easily providing an effective extinction effect for aquatic organism. SOLUTION: In this method and apparatus generating ultra-fine bubbles (hereafter nano-bubbles) in oxygen dissolved-water or an aqueous solution, nano-bubbles are generated by irradiation ofβ-rays generating hydroxyl groups and/or OH radicals by spraying of high pressure water, and hydroxyl groups and/or OH radicals are disposed in the interface of the nano-bubbles.
