PROBLEM TO BE SOLVED: To provide an article dispenser and an article dispensing method to reduce the time for dispensing an article even if no article remains in a stacker of a certain lane while dispensing the article. SOLUTION: The article dispenser is provided with a dispensing operation selection means 410 for selecting a dispensing operation according to a predetermined condition when one or plurality of lanes is not ready to dispense articles, and an article dispensing means 433 for dispensing a special prize W stacked in a prize storage 100 of a predetermined lane on the basis of the operation selected by the dispensing operation selection means 410. When one or a plurality of prize cartridge 33 cannot dispense the special prize W, the dispensing operation requiring a shorter time for dispensing can be selected based on a moving step or a moving time for enabling the disabled prize cartridge 33.
