<p><P>PROBLEM TO BE SOLVED: To automatically include a new case or to automatically include a case by allowing an instructing member to select the case and a dispatched vehicle even members and a vehicle that are dispatched without a letter of instruction about an automatic dispatch organization in a communication instruction system. <P>SOLUTION: An instructing means creates a group organization about dispatch vehicles without an instruction in a database server and includes the group organization about the dispatch vehicles without an instruction in a group organization instructed with a dispatch instruction.
