<P>PROBLEM TO BE SOLVED: To provide a noise insulating device capable of reducing weight of the device itself, being easily installed, and achieving excellent noise insulation property, and to provide a sound insulating wall using the noise insulating device. <P>SOLUTION: This noise insulating device is provided with a refraction means for refracting sound and a sound energy absorbing means 20 for absorbing sound energy at a focus position of sound refracted by the refraction means or in the vicinity of a focus.
