PROBLEM TO BE SOLVED: To provide a power-saving controller capable of charging a secondary battery at low cost and high efficiency, and a power-saving control program, an image forming device and an image forming system therewith. SOLUTION: This power-saving controller includes power conversion means (low voltage power supply 100) for converting a first voltage to a second voltage; charging means (charging control unit 103) for charging a rechargeable secondary battery B; conversion efficiency acquisition means (charging control unit 103) for acquiring conversion efficiency of voltage conversion means; and charge control means (charge control unit 103) for controlling charging by the charging means according to the conversion efficiency acquired by the conversion efficiency acquisition means.
