PROBLEM TO BE SOLVED: To shorten an image rotation processing time by reducing the amount of image data rotation processing. SOLUTION: An image rotation processing apparatus 150 is provided which performs rotation processing on multi-level image data in which one pixel is represented by a plurality of bits, and the image rotation processing apparatus 150 is equipped with: an image data dividing means 160 for dividing multi-level image data in accordance with gradation values such as pixel values of multi-level pixels of the multi-level image data; a rotation symmetry discriminating means 175 for discriminating symmetry of divided image data divided by the image data dividing means before and after the rotation; a divided image rotating means 170 for performing rotation processing on divided image data for which asymmetry before and after rotation is discriminated by the rotation symmetry discriminating means among the divided image data; and a divided image coupling means 180 which couples divided image data subjected to the rotation processing by the divided image rotating means to divided image data not subjected to the rotation processing because of the rotation asymmetry detected by the rotation symmetry discriminating means, and outputs the coupled data as multi-level image data subjected to rotation processing.
